Verizon has confirmed this is an ongoing outage that is being actively worked on by their network engineering team at the highest priority.

A service outage has been identified on our Verizon cellular network. This affects modems in the 10.39.x.x IP address range. We are in contact with the cellular provider and are working to resolve the issue.
